INDIANAPOLIS - A company's decision to hire out-of-state workers to finish construction on a Mount Vernon, Ind., ethanol plant has irked two state lawmakers who represent Posey County.

Pekin, Ill.-based Aventine Renewable Energy is completing the ethanol biorefinery that has been in the works since 2007. Progress was interrupted midway through when the company filed for Chapter 11 bankruptcy, but it restarted this year.
