Summary


Legislation growing out of the Kernan-Shepard Commission recommendations for reforming local government in Indiana is jam- packed with controversy. Proposals to replace three county commissioners with one, to make some elective offices appointive, and to get rid completely of township offices will struggle to pass the current legislation session because of strongly held opinions by elected leaders in local and state government.

But there are a couple of lesser discussed proposals from the commission that make good sense and merit the level of public attention given to the headline issues.
