OWENSBORO, Ky.- An elderly black Western Kentucky farmer in a long-running feud with the Department of Agriculture was arraigned Thursday in U.S. District Court at Owensboro, accused of threatening a USDA employee during a phone call.

Harry T. Young of Pleasant Ridge, Ky., pleaded innocent Thursday to a charge he "transmitted in interstate commerce a communication containing a threat to injure the person of another..."
