If the poor of New Orleans had been involved in drafting the city's emergency plans, the community would have been successfully evacuated in the days before Hurricane Katrina, said Philip DeVol, author of "Bridges out of Poverty."
People who live in poverty are problem solvers, DeVol said. They live in what he calls "the tyranny of the moment" where they are continuously confronted with problems that must be immediately solved.
