Vanderburgh County officials are scrambling to maintain office staffs while facing up to difficult revenue shortfalls. It is an issue which is playing out with some discomfort in those offices. And yet, although the County Council approved a hiring freeze in July, the panel is learning now that it isn't so easy to maintain.
